Purpose and Area of Specialization

Tokyo Tech launched a new fellowship program for doctoral students in 2021. The purpose of this fellowship system is to develop human resources with doctoral level education who can contribute to science and technology innovation for the realization of a smart society based on the concept of cyber-physical-social systems (hereinafter referred to as “CPS2”), which the Institute has set as one of the strategic fields for leading research in the world. For all doctoral students at the Institute, from research areas that are directly or indirectly related to the creation of a smart society including CPS2 and basic science and technology, we will select students to receive fellowships (hereinafter referred to as “fellowship students”) based on a wide range of evaluations, including the future potential of their research. Fellowship students are obliged to receive financial support and to participate in various efforts to improve their research capabilities and support their career paths. Through these complex efforts, we will strongly promote the development of human resources who can contribute to the creation of a smart society.

Fellowship Payment Amount and Period

Annual amount 2,100,000 yen
(of which research dedication support (*1): 1,800,000 yen, research expenses (*2):300,000 yen)

Those who are selected as a fellowship student will be exempt from all tuition fees.(As they may not be selected,those who wish to be exempted from tuition fees must apply for the exemption anyway without waiting the result of selection. The application period for tuition exemption ends before the fellowship students are selected.


However, please note that the research devotion support funds of the fellowship are treated as miscellaneous income. Since it is subject to income tax and residence tax, a final tax return is required. If you are currently dependent on a relative, please inform the relative of this fact. For information on the treatment of dependents in health insurance and dependent allowances, please contact the person in charge at the workplace of the dependent (relative). For information on how to handle dependents for income tax, please contact your local tax office.

Research capability

Through a consortium

By participating in joint research projects and research presentations conducted by a consortium which is formed between Tokyo Tech and companies / academic research institutes, you will take practical training to improve the research capability.

Education program

By taking the course “Progressive Graduate Minor in Data Science and Artificial Intelligence”, you can enhance the research capability to solve social issues through the CPS2.

Mentoring

You will receive advice by mentoring with academic advisor and supporting academic advisor to improve your research capability. In addition, by participating in a round-table conference with young assistant professors in Institute of Innovative Research Administration Division, you will have basic training to improve research capability (in preparation).

Presentation and technical writing

By taking “Academic Writing” and “Academic Presentation” type of class, you will acquire skill for writing well-structured research thesis in English and for presenting your research achievement.

Career path

Through a consortium

You think about various career paths by participating in consortiums formed of companies, academic research institutes and other universities. One is “Dr’s K-meet” (largest matching event with the companies who have the plan to hire doctoral students in Japan) conducted by Tokyo Tech Alumni Association “KURAMAE KOGYOKAI.” We also have career forum with company coordinated by each school.

Research internship

You will participate in “research internships” which is to have the experience of research activities in collaboration with companies and academic research institutes. This enables smooth development from internship to joint research, and seamless career development from Tokyo Tech to companies and academic research institutes. Or, you will participate in individual internship matching, etc. coordinated by the office of fellowship (in preparation).

Education program

Out of the career education courses offered by the Innovation Human Resources Development Organization, you will take a series of well-formed career education for doctoral students. And, through entrepreneurship training for doctors, you will consider the possibility of creating ventures.

By introducing the research activities of each laboratory to students under the master’s course, they will be motivated to go on to the doctoral course.

FAQ

It states in the application guidelines that in order to be eligible, one must have “doctoral level education with the ability to create science and technology for the realization of a smart society based on the concept of cyber-physical-social systems”. But since my field is completely different, am I eligible to apply?
Yes. Students from all fields in all Schools and departments are eligible to apply. The focus is on motivation and the spirit of taking on challenges to create this ” smart society” with originality, and applying characteristics of any fields of study without being bound by preconceived ideas.
I received permission from the company I belong to and took unpaid leave and entered the doctoral program at the Tokyo Institute of Technology. Am I eligible to apply?
No, unfortunately not. According to the Ministry of Education, Culture, Sports, Science and Technology, “those who have already earned a salary, wages, remuneration or other ordinary income and have stopped working” are not eligible to apply.
I am receiving the Tokyo Tech Tsubame Scholarship for Doctoral Students. Am I eligible to apply?
Although you are eligible to apply, you cannot receive this fellowship in addition to the scholarship. So if you wish to receive this fellowship, you will be required to “decline” the receipt of the Tokyo Tech Tsubame Scholarship for Doctoral Students. If that is the case, you may wait until after the selection of fellowship students to do so.
I am currently receiving a scholarship from a private funding organization. Am I eligible to apply?
If the private funding organization for the scholarship you are receiving
restricts you from receiving other scholarships, you are not eligible to apply
for this fellowship.
However, some funding organizations do not limit the receipt of other scholarships, but it seems that some funding organizations provide reduced scholarships. In this case, you will be eligible to apply for this fellowship.
Please check the rules of the scholarship institutions such as funding organizations carefully
I am applying a scholarship of a private funding organization, and I have not yet received a result of acceptance. Can I apply the fellowship?
If you apply for a scholarship with obtaining the endorsement of Tokyo Institute of Technology, you cannot apply for this fellowship. In other cases, you can apply for the fellowship. However, if the scholarship you are applying for restricts you from receiving other scholarships, you will need to decline one if both are accepted. Please check the rules of funding organization carefully.
It is obligatory to apply for a Research Fellow (DC2) of the Japan Society for the Promotion of Science (JSPS), however as a result of applying, will the fellowship payment be discontinued if I am not hired as a research fellow?
If you are not chosen as a research fellow, you can continue to receive the fellowship payment as a fellowship student.
On the other hand, if you are chosen as a research fellow, you will be asked to decline the fellowship because you are not able to receive more than one government fund at the same time.
It says in the guidelines that chosen fellows must “participate in the study groups and seminars designated by this fellowship”. What kind of activities will these be?
At the moment, we are considering the following three contents.
・ Participate in a study group or seminar designated by your school at least once while you are a doctor.
・ Participate in an academic presentation-related educational program designated by your school at least once while you are a doctor.
・ Participate in a round-table conference with a young assistant professor of the Institute of Innovative Research Organization for Fundamental Research at least once while attending a doctoral course.(Under consideration)
Please check the academic program of each school for detail refer to the fellowship guidance you will receive at the briefing session, or consult with your academic advisor or fellowship committee members.
It says in the guidelines that chosen fellows must ” Take the career path support education program designated by this project”. What exactly is this?
At the moment, we are assuming the following three contents.
・ Participate in at least one of Dr’s K-meet, and the Career Forum designated by the academy at least once while attending the doctor’s school.
・ Participate in an internship-related educational program designated by your school
・ Take one or more credits of either the 600-series career course or “Practical AI Data Science A to D” (career course).

Eligibility Requirements

  • Students entering in a doctoral degree program at Tokyo Tech in September 2023 .
  • Those who have excellent research ability and wish to concentrate on research in the doctoral program
  • Those who have the will to contribute to the creation of a smart society and the science and technology that forms its basis
  • Those who live in Japan and have a bank account under the applicant’s name.(*1)

However, those who fall under any of the following five conditions are not eligible to apply.

  • Those who are receiving financial aid from programs that do not permit funding from other sources(e.g., recipients of the JSPS Research Fellowship for Young Scientists, MEXT Scholarship students, recipients of overseas government scholarships.)
  • Those who are applying a scholarship of a private funding organization that restricts from receiving other scholarships with obtaining the endorsement of Tokyo Tech.
  • Those who are receiving stable income such as salary or executive remuneration from their company, etc. enough to provide a living standard (annual amount of 2.4 million yen or more)
  • Those who are receiving the Tokyo Tech Fund Scholarship or the Tokyo Tech Tsubame Scholarship for Doctoral Students (cannot be paid together with this fellowship)(*2)
  • Those who are receiving “Cross the border! Tokyo-Tech pioneering doctoral research program”.(*3)

*1 If you are a student who is not currently able to come to Japan due to COVID-19 measures and therefore does not have a bank account in Japan, and if you cannot come to Japan and open one by October in 2023, you will not be hired from October in 2023.  However, despite these circumstances, there is a possibility that you will be hired due to vacancies as mentioned above, so those who wish to apply for this fellowship should apply during this application period.

*2 You may apply even if you are receiving the Tokyo Tech Tsubame Scholarship for Doctoral Students, but you will be asked to decline it when selecting as Tokyo Tech Advanced Human Resource Development Fellowship. You can not be received both.

*3 You may apply for “Cross the border! Tokyo-Tech pioneering doctoral research program” at the same time, but you will be asked to decline depending on the selection results.

*4Those who are receiving (or may receive) financial support in the Tokyo Tech Academy programs (Tokyo Tech Academy for Convergence of Materials and Informatics, Tokyo Tech Academy for Super Smart Society and Tokyo Tech Academy of Energy and Informatics) or an equivalent education program can apply for this Fellowship due to the wide range of financial support provided by these programs. Please compare the financial support of each educational program and the content of the study programs that students must undertake with the those in this fellowship then consider if you apply or not. (Especially for those who are receiving Tokyo Tech Academy for Super Smart Society, please check in advance.)

*5 students who apply this time and are not hired for fellowship will not be able to reapply next time. However, vacancies may open up if payment to a student chosen for the fellowship this time is discontinued during the standard period of study, in which case other students who applied at the same time will be selected. The newly added students will receive support for the remaining period of time that the original student was scheduled to receive support. We will not re-recruit for vacancies.

Obligations of Fellowship Students

Students hired as fellowship students have the following obligations:

  • Focus on research activities based on the research plan (evaluate research progress with reference to the research plan at the time of application).
  • Participate in study groups and seminars designated by the fellowship. (Details will be announced separately after hiring.)
  • Take a “Progressive Graduate Minor in Data Science and Artificial Intelligence” for the doctoral program.
  • Take the career path support education program designated by this project (refers to internship courses for doctoral programs, career development courses, etc.).
  • Regularly participate in interviews with mentors for research support and career path support (interviewswith academic advisor faculty members (supervisors) are held regularly (twice a year)).
  • Hold study groups and seminars and make presentations for students in master’s courses at least once a year.
  • Apply for a Research Fellow (DC2) of the Japan Society for the Promotion of Science (JSPS).
  • Take e-learning program “e-APRIN” for legal research activities and the education course “Training Course on Research Integrity” by Tokyo Tech.
  • Summarize educational and research achievements, including the progress of all of the above, in reports
    and submit them to the committee of this project on a regular basis (twice a year).
